Wonderful photo! Ditto, I am happy LC is doing this. I was 1 month old when this was taken, in Illinois to boot, and this scene brings back fond memories.

This is a real treasure of the public domain. I think it is fantastic to make these available through Flickr, the best photo sharing site around.
It is a shame they have not uploaded the full resolution images. The LOC’s own site will often have 20MB scans of these photos. I’ve made some beautiful prints of New York’s Penn Station from there.

This is an amazing collection. We are glad to see other institutions using flickr to display extraordinary pictures. The Westerville Public Library is doing something similar using the Flickr API to celebrate the city’s 150th anniversary. Take a look:

I don’t understand: Why is there absolutely no metadata in the files we all can download via the All Sizes link? Why not IPTC?
Perhaps because no one had time to enter any into the file? I would imagine there are tens of thousands of images (if not more) that need updating. But likely no one to do it (or very few people). I can’t pretend to know the answer to your question, but considering the photo was taken in the 1940s, I have to hazard a guess that the camera didn’t automatically insert any IPTC data when it was taken. Perhaps if you can find the photographer, you can ask why he/she didn’t use a better camera.
You’ve heard of film, right?
I’m pretty sure those film cameras were lacking the metadata.

As the tag already states, this is Proviso Yard–Melrose Park, IL. This view was likely taken from a light tower or some other tall structure within the yard as the view looks directly west. The Manheim Road bridge is visible running over the yard about a half mile in the distance.
I love Jack Delano and the LOC!
